I could make another Category called "Newsletters" I would only enable myself to post forums to this Category, because I'm the secretary, but everyone would be able to reply to those forums and discuss the newsletter. The other cool thing about this site, is that it allows administrators to send a newsletter. This newsletter is then sent to the email of every registered member of this forum.

I would just copy and paste the newsletter that I would send to the emails.
